Donald Trump has spent much of the past four years musing about warmer ties with Russia. Top Democrats have demanded answers and even some Republicans have urged retaliation after reports, first published by The New York Times, that a Russian unit offered rewards to Taliban-linked militants to kill US-led forces in Afghanistan. The furor comes weeks after Trump again offered an olive branch to President Vladimir Putin, speaking of inviting him to an expanded summit of the Group of Seven, from which Russia was kicked out over its 2014 takeover of Crimea.

It’s been a frequent Trump administration talking point on the recent spike in COVID-19 infections: Don’t worry, only a small sliver of U.S. counties is at greater risk. In offering this reassurance, Vice President Mike Pence and Health and Human Services Secretary Alex Azar have said that only 3% or 4% of counties in the country are seeing a surge in cases. Focus on the “encouraging signs," Pence told senators last week.

A #NeverTrump Republican group skewered the president for his inaction in the face of intelligence reports that Russia paid cash bounties to Islamic militants for killing American troops. The new ad from the conservative Lincoln Project accuses Trump of looking the other way from the damaging report to protect his cozy relationship with Russian strongman Vladimir Putin. “Putin paid a bounty to kill American soldiers,” the group said in a tweet.

Sudan has joined Egypt in asking the U.N. Security Council to intervene in a dispute over Ethiopia’s newly built hydroelectric dam on the Blue Nile, warning that the window for the three countries to reach an agreement “is closing by the hour.” Sudanese Foreign Minister Asmaa Mohammed Abdalla asked the council in a letter obtained Thursday by The Associated Press to call on leaders of the three countries “to demonstrate their political will and commitment by resolving the few remaining issues and conclude an agreement” on the basis of the draft Sudan submitted June 14. Ethiopia announced last Friday that it would begin filling the huge dam’s reservoir in July after last week’s talks with Egypt and Sudan failed to reach an accord governing how the dam will be filled and operated.

The Tucson, Arizona, police chief on Wednesday offered his resignation two months after a 27-year-old man died while handcuffed and placed face-down, resulting in the resignation of three officers the chief said had violated department policy. Chief Chris Magnus offered his resignation during a news conference a day after the death of Carlos Ingram-Lopez on April 21 became public, acknowledging the department had failed to disclose the death in a timely manner. The medical examiner’s office didn’t determine a manner of death but said Ingram-Lopez had died of sudden cardiac arrest while intoxicated by cocaine and physically restrained.

The leadership of a home for aging veterans in Massachusetts where nearly 80 residents sickened with the coronavirus have died packed dementia patients into a crowded unit as the virus spread, one of several “utterly baffling” decisions that helped the disease run rampant, investigators said in a report released Wednesday. The superintendent of the Holyoke Soldiers’ Home was not qualified to run a long-term care facility and “substantial errors and failures” he and his team made likely contributed to the high death toll there, investigators found. Among them was a decision prompted by staffing shortages to combine two locked dementia units, both of which already housed some residents with the virus.

The United Nations chief criticized the total lack of international coordination in tackling the COVID-19 pandemic on Tuesday and warned that the go-it-alone policy of many countries will not defeat the coronavirus. Secretary-General Antonio Guterres said in an interview with The Associated Press that what needs to be done is to make countries understand that by acting in isolation “they are creating the situation that is getting out of control” — and that global coordination is key. Guterres said it’s important to use that fact “to make countries understand that bringing them together, putting together their capacities, not only in fighting the pandemic in a coordinated way but in working together to have the treatments, testing mechanisms, the vaccines … accessible to everybody, that this is the way we defeat the pandemic.”
