How soon should I start planning a trip to Europe (from Wisconsin, USA)?

I have a friend getting married July 31, 2021 in portugal. I want to explore Europe in the process. Thinking 2 weeks, maybe a month if I can afford it. How soon should I start planning? What are the first steps? Help please
