Question about accuracy of scene in Thirteen Days (Cuban Missile Crisis)

https://ift.tt/eA8V8J

Probably some actual knowledge of the history of the CMC needed here as well...

But at the end of the movie, there is a scene where Bobby Kennedy is doing a final negotiation with a Soviet official (ambassador?). Just as the Soviet guy is about to walk out, Kennedy finally offers to dismantle and remove the Jupiter missiles from Turkey, thus sealing the deal. I believe this is what happened IRL as well, removing those missiles compelled the Soviets to agree to terms and remove missiles from Cuba.

BUT in that scene, Kennedy tells the Soviet guy that the Jupiter missiles were already obsolete and were already planned to be removed.

This seems like a HUGE negotiation mistake and I have a hard time believing Kennedy or any US official would have admitted this to the Soviets. It basically makes it seem like the US isn't really giving up anything and I feel like the Soviets would have asked for something more if they knew those missiles were going to be removed anyways.
